PLAN COMMISSION MEETING

JULY 26, 2004

The meeting was called to order by Chair, Bill Hanson, at 7:30 p.m. The Secretary certified the notice had been posted at the Black Earth, State Bank, Amcore Bank in Mt. Horeb, on the town web site and on the front door of the Town Hall; also published in the News Sickle-Arrow and Mt. Horeb Mail newspapers.

Members present: Bill Hanson, Jim Elleson, Barbara Grenlie, Marc Robertson, David Stanfield, Marian Swoboda and Town Chair, Steven Frame, in place of Donald McKay who was absent.

APPROVAL OF MINUTES

Motion was made by Steven Frame seconded by David Stanfield to approve the June 28, 2004 minutes.

APPLICATION REQUEST FOR ZONING CHANGE, HOME SITE APPROVAL AND DRIVEWAY PERMIT AT 10183 BELL ROAD, LOT #1, GAYLORD MICKELSON TRUST, OWNER; DEBBIE & RICHARD GRUNDGEIER AND BERNICE MASON APPLICANTS

The Land Use Intent form filed by the above petitioners included a request to rezone 24 acres of land from AG-1 Ex to RH 4 along with building site and driveway approval. While the zoning request posed no problem, the driveway and building site location raised concerns. Having both the home and driveway closer to the tree line near the southeast property line was felt to be preferable to the proposed location. The driveway shown on the map left the town road at about the center of the property turning into an agricultural field leading to the home site in about the middle of the property. Because the town road ends close to the proposed driveway entrance and because the private gravel drive beyond appeared to swerve into lot two before entering a partially graveled field road on lot one, moving the driveway would require further study.

Whether or not a perk test could be found elsewhere on the property was also questioned. Members also speculated as to the agricultural significance of the soil on the property. It was pointed out Town ordinances do allow the building of homes on agricultural land if no more than three acres are used for the home site, septic system and driveway. Given these circumstances action on the petition was deferred to the August meeting.

Noting that the dimensions of the home site envelope to the boundaries of the parcel were missing, the petitioners were requested to have these available for the August meeting along with finding out if a perk test could be found elsewhere making moving the home site and driveway more feasible.

APPLICATION REQUEST FOR APPROVAL OF NEW HOME SITE AND DRIVEWAY AT 4037 BAKKEN-STENLI ROAD WILLIAM AND RHONDA THOMPSON OWNERS

The above petitioners presented a revised drawing of the parcel at 4037 Bakken-Stenli Road showing a change in the location of the proposed new home site envelope from that presented with the Land Use Intent Form. Following the suggestions made during the site visit the envelope was moved to a position where it abuts the town road, overlapping the original location somewhat but moved further to the northwest. The driveway will enter the envelope on Bakken-Stenli Road as originally approved.

Motion was made by Barbara Grenlie seconded by Jim Elleson and carried to recommend to the board that the revised proposed home site envelope at 4037 Bakken-Stenli Road presented by the owners William and Rhonda Thompson be approved.

CONSULTATION WITH ESTHER ZARNDT

Although the application for Esther Zarndt was postponed until the next meeting, she appeared before the commission to discuss the application components including home site and driveway measurements and staking, septic location approval and driveway easement.
